DEVELOPMENT ALLOCATION
GRANT PROGRAM
The Geauga County Board of Commissioners intends to apply to the Ohio Development Services Agency for funding under the Community Development Block Grant (CDBG) Program, a federally funded program administered by the state. The county is eligible for up to $284,000 of PY 023 CDBG Community Development Allocation funding, provided the County meets applicable program requirements. On April 4, 2023, the County conducted its first public hearing to inform citizens about the CDBG program, how it may be used, what activities are eligible and other important requirements. Based on citizens input, the County is proposing to undertake two of the following CDBG activities utilizing the Allocation Grant Funds:
1. Public Services, Chagrin Falls Park Community Center, total project cost of $240,100 with up to $219,600 in CDBG funding and $20,500 in match, National Objective-LMI-Direct Benefit
2. Public Services, Cardinal Local Schools, $117,400 CDBG funds, National Objective-ADA Accessibility
3. Public Services, Chardon Township, $109,800 CDBG funds, National Objective-ADA Accessibility
4. Public Services, WomenSafe, Inc, up to $159,800 CDBG funds ($135,100 for rehabilitation and $24,700 for a vehicle), National Objective-LMI-Limited Clientele
5. Private Rehabilitation, Maple Leaf Community Residences, $158,100 ($122,900 CDBG & $35,200 match), National Objective-LMI-Limited Clientele
6. Parks & Recreation Facilities, Camp Ho Mita Koda Foundation, $144,000 CDBG funds, National Objective-ADA Accessibility
The following are required administrative allocations to the County:
General Administration, $41,800.00, to administer the CDBG projects PY2023 CDBG Community Development Allocation Grant Funds.
Fair Housing Administration, $15,000, to implement the County’s Fair Housing Program, PY2023 CDBG Community Development Allocation Grant Funds.

Bids received will be publicly opened and read aloud the same day at 2:05 PM in room B303. The estimated construction cost for this project is $550,000.00.

All contractors and subcontractors involved with the project will, to the extent practicable, use Ohio products, materials, services, and labor in the implementation of their project. Bidders must comply with the prevailing wage rates on Public Improvements as determined by the Ohio Department of Commerce.
Bids may be held by the Geauga County Board of Commissioners for a period not to exceed sixty (60) days from the date of opening, for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the contract.
