Zoning

The Chester Township Board of Trustees opened its Oct. 27 meeting with Zoning Inspector Steve Averill presenting information regarding a non-conforming commercial property (8102 Mayfield), a related complaint from a resident and the possible actions the board of trustees might take. The assistant county prosecutor would be contacted for help with resolution wording.

Trustees approved Reena Kanner to be a member and Charles G. Pona to be an alternate on the Chester Board of Zoning Appeals. Trustees thank both for their community support. As well, trustees approved a motion to advertise for upcoming zoning commission and zoning appeals expiring positions. Interested parties need to submit their letter of interest to town hall by Nov. 30 at 4 p.m.

Road Department

In preparation for winter, $67,166 was approved for purchasing salt.

Following an executive session, the board, by a majority vote, decided to continue to advertise for the unfilled township road superintendent position.

Trustees also approved a change in job classification (Road Worker III to Road Worker IV) for Michael Galbraith with an increase in pay from $21.90 to $22.68 per hour.

General Administration

The board began the process of reviewing in detail the proposed update to the township policy manual. Chapters 1-4 were covered and chapters 5-7 will be covered in the next meeting.

Fire-EMS /Police Departments

Trustees thanked the Chester Fire/EMS Department and University Hospitals for the successful community health fair held on Oct. 22,, which included blood pressure screening, CPR training and other health benefits. Chester fire trucks, EMS units and a police vehicle were on display as part of a “Touch a Truck” event. The board will consider making this an annual event.

Trustees approved the resignation of firefighter/EMT Christian Platzar, approved the hiring of firefighter/EMT Eric Beck and approved up to $2,300 for repairs to the fire/EMS building.

Fiscal Officer’s Report

Fiscal Officer Craig Richter offered discussion regarding use of payroll services provider Paycor versus hiring a part-time administrative assistant to help with the increased government reporting requirements. Discussion also covered plans to add training for public records and ethics.

Open / Ongoing items

Trustee Radtke provide an update on the Chester Township Recycling Committee. A visit is planned to Recycle Midwest, a local recycling materials facility to determine if additional materials can be collected.
