Geauga-Trumbull Solid Waste

Management District

Public Comment Period and Public Hearing

for Draft Solid Waste Management Plan

The Geauga-Trumbull Solid Waste District (District) is establishing a thirty (30) day comment period on the draft Geauga-Trumbull Solid Waste Management Plan (2019-2033). The District prepared the draft Plan update 2019-2033 as required by ORC 3734.54. This is an update to the current solid waste management plan for the District and documents the District’s progress in achieving State of Ohio waste reduction goals and assures adequate landfill capacity for disposal for the planning period.

The Policy Committee has authorized the Board of Directors to establish facility designation in accordance with ORC Section 3734.53. The Board of Directors of the Geauga-Trumbull Solid Waste District has established facility designation in accordance with ORC Section 343.014.

The District achieves the 25% residential/commercial waste reduction goal and the 66% industrial waste reduction goal in the draft plan. In 2019 the residential/commercial rate will be 28% and increase to 29% by 2022. In 2019 the industrial rate will reach 70% in 2019 and remain constant. In addition, the District has sufficient access to landfill capacity for disposal of solid waste for the 15-year planning period.

The Plan update also describes the programs and services that the Geauga-Trumbull Solid Waste District will provide to communities, businesses, and the public during the 15-year planning period. Examples of programs and services include; education/community outreach, scrap tire grants, waste audits, residential recycling drop-offs, litter collection, event recycling, HHW Trumbull Recycling Facility, HHW Geauga Recycling Facility, health department funding, recycling incentive grants, and local law enforcement.

Funding to operate the solid waste district and to implement these services will come from a contract fee of $5.50 per ton of waste generated within Geauga and Trumbull Counties. There will be no fee increase throughout the 15-year planning period. No fee is levied on recycled material.

The public comment period will take place from November 13, 2018 through December 12, 2018. Written comments should be mailed Greg Kovalchick, Director Geauga-Trumbull Solid Waste District, 5138 Enterprise Blvd., Warren, Ohio 44481 or via email to greg@startrecycling.com.

A public hearing will be held on December 13, 2018 at 10:00 AM at the office of the Geauga Trumbull Solid Waste District at the address listed above.
