ORDINANCE NO. 2949
AN ORDINANCE AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH CHARDON TOMORROW, AN OHIO NON-PROFIT CORPORATION, CHARDON LOCAL SCHOOL DISTRICT AND COLD HARBOR CONSTRUCTION COMPANY, AN OHIO CORPORATION, FOR CONSTRUCTION OF PHASE ONE OF THE CHARDON LIVING MEMORIAL PARK ON MUNICIPAL LAND, PPN: 10-709587 AND OWNED BY THE CHARDON LOCAL SCHOOL DISTRICT, AND PPN: 10-704600, AND DECLARING AN EMERGENCY.
An ordinance authorizing the City Manager to execute an agreement with Chardon Tomorrow, Chardon Local School District and Cold Harbor Construction Company for  construction of phase one of the Chardon Living Memorial Park, on municipal land, PPN: 10-709587, and land owned by the Chardon Local School District, PPN: 10-704600.

AN ORDINANCE AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH COLD HARBOR BUILDING COMPANY, AN OHIO CORPORATION, FOR CONSTRUCTION OF PHASE ONE OF THE CHARDON LIVING MEMORIAL PARK AND DECLARING AN EMERGENCY.
An ordinance authorizing the City Manager to execute an agreement with Cold Harbor Building Company for construction of phase one of the Chardon Living Memorial Park.

ORDINANCE NO. 2951
AN ORDINANCE AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT/AGREEMENT WITH ENVIRONMENTAL DESIGN GROUP FOR SITE REVIEW, ENVIRONMENTAL INSPECTIONS AND ASSESSMENTS, GEOTECHNICAL INVESTIGATIONS, ENGINEERING AND PREPARATION OF SITE DEVELOPMENT PLANS AND CONSTRUCTION DRAWINGS FOR PHASE II OF THE CHARDON CONNECTION TRAIL OF THE MAPLE HIGHLANDS TRAIL AND DECLARING AN EMERGENCY.
An ordinance authorizing the City Manager to enter into a contract with Environmental Design Group for site review, studies, assessments, plan design and construction drawings for Phase II of the Chardon Connection Trail of the Maple Highlands Trail in the amount of $224,528.43.

ORDINANCE NO. 2952
AN ORDINANCE AMENDING APPROPRIATIONS IN THE CITY OF CHARDON TREASURY FOR 2016 AND DECLARING AN EMERGENCY.
An ordinance increasing 111 General Fund in the amount of $16,000, as follows: 795 Municipal Court Personnel (insurance); decreasing 111 General Fund in the amount of $250,000, as follows: 682 Street Maintenance Operating (sidewalks), $150,000 and 799 General Administration Operating (transfers), $100,000; 450 Infrastructure Improvement Fund increased in the amount of $175,000 as follows: 682 Street Maintenance Capital (street and storm sewer) $175,000; 450 Infrastructure Improvement Fund decreased in the amount of $300,00 as follows: 574 Utility Operating Capital (water and Sewer lines), $300,000; 579 WWTP Capital Improvement Fund decreased in the amount of $10,000 as follows: 574 Utility Operating Operating (transfers), $20,000; 894 Construction Guarantee Bond Fund increased in the amount of $20,000 as follows: 450 Planning and Zoning Operating (other distributions); 898 Community Development Grant Fund increased in the amount of $50,000 as follows: 799 General Administration Operating (other distributions), $50,000.

ORDINANCE NO. 2953
AN ORDINANCE TO MAKE TEMPORARY APPROPRIATIONS FOR CURRENT EXPENSES AND OTHER EXPENDITURES OF THE CITY OF CHARDON, STATE OF OHIO DURING THE FISCAL YEAR ENDING DECEMBER 31, 2017, AND DECLARING AN EMERGENCY.
An ordinance appropriating from the General Fund for all General Fund accounts, the total amount of $3,638,900: appropriation from the Special Revenue Funds for Special Revenue Fund accounts in the amount of $4,475,900; appropriation from the Debt Service Fund in the amount of $122,000; appropriation from Capital Fund for Capital Improvement accounts in the amount of $2,297,500; appropriation from Enterprise Funds for Enterprise Fund accounts in the amount of $1,975,000; appropriation from the Trust Fund in the amount of $1,500; appropriation from the Agency Fund, the total amount of $19,500; with the total of all appropriations being $12,530,300.

ORDINANCE NO. 2954
AN ORDINANCE AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT/AGREEMENT WITH PENN OHIO CORPORATION, AN OHIO CORPORATION, AND DECLARING AN EMERGENCY.
An ordinance authorizing the City Manager to enter into a contract with Penn Ohio Corporation for the hauling of sludge in the amount of $74.77 per ton commencing January 1, 2017 and terminating on October 31, 2019.

ORDINANCE NO. 2955
AN ORDINANCE ENACTING A SUPPLEMENT TO THE CODIFIED ORDINANCES OF THE CITY OF CHARDON AND DECLARING AN EMERGENCY.
An ordinance adopting and approving the 2016 Replacement Pages to the Codified Ordinances which includes all municipal legislation enacted and to amendments to the ORC through August 11, 2016.

ORDINANCE NO. 2956
AN ORDINANCE AUTHORIZING THE CITY MANAGER TO ENTER INTO A LEASE WITH DAVIS INSURANCE AGENCY, LLC, AND DECLARING AN EMERGENCY.
An ordinance authorizing the City Manager to enter into a lease for property at 103 South Street with Davis Insurance Agency, LLC for two years and a one year renewal option at a total rental of $16,339.92 in monthly payments of $680.83.

RESOLUTION NO. 13-16
A RESOLUTION TRANSFERRING FUNDS IN THE CITY OF CHARDON TREASURY FOR 2016 AND DECLARING AN EMERGENCY.
A resolution transferring funds: $20,000 from the 111 General Fund to the 216 Cemetery Fund; $30,000 from the 111 General Fund to the 218 Park and Recreation Fund; $65,000 from the 111 General Fund to the 222 Police Pension Fund; $40,000 from the 111 General Fund to the 248 Probation Services Fund; $287,540 from the 111 General Fund to the 575 WPCLF Debt Service Fund; $60,000 from the 579 WWTP Capital Improvement Fund to the 575 WPCLF Debt Service Fund; $126,690 from the 578 WPCLF Capital Improvement Fund to the 575 WPCLF Debt Service Fund; $15,000 from the 111 General Fund to the 576 WSRLA Debt Service Fund; $12,700 from the 560 Water Operating Fund to the 576 WSRLA Debt Service Fund; $20,000 from the 204 Payroll Stabilization Fund to the 111 General Fund; and $1,399.26 from the 892 Unclaimed Money Fund to the 111 General Fund.

RESOLUTION NO. 14-16
A RESOLUTION REQUESTING THE COUNTY AUDITOR TO MAKE TAX ADVANCES DURING THE YEAR 2017 AND DECLARING AN EMERGENCY.
A resolution requesting the Auditor to draw and Treasurer of Geauga County to pay to the City of Chardon account such advances as requested by the Finance Director on the taxes collected during the year 2017.

RESOLUTION NO. 15-16
A RESOLUTION AUTHORIZING THE CITY MANAGER TO APPLY FOR, ACCEPT, AND ENTER INTO A WATER POOLUTION CONTROL LOAN FUND AGREEMENT ON BEHALF OF THE CITY OF CHARDON FOR PLANNING, DESIGNING AND CONSTRUCTING THE RAILROAD TRUNK SEWER AND DESIGNATING A DEDICATED REPAYMENT SOURCE FOR THE LOAN.
A resolution authorizing the City Manager to apply for a WPCLF loan and execute all contracts and documents to obtain the loan for construction of the railroad trunk sewer.
