The South Russell Village Council is considering placing a 0.81-mill additional levy on the November ballot to help fund a proposed pedestrian pathway along Bell Road, but some residents have voiced concerns about traffic safety and higher property taxes. Council held the second of three readings May 18 of an ordinance declaring it necessary to levy a tax in excess of the 10-mill limitation and declaring an emergency. If approved by voters, the additional 0.81-mill, five-year levy would yield $200,000 annually and cost homeowners $28 per year per $100,000 property valuation, according to the Geauga County Auditor’s Office.
